We don't really have information to say how monsters even produce. Now, in case of op's question, anything is pretty much up for debate. So, in this case, humans do have the potential of great magic, just very unlikley, while a monster has the potential of great physical presence, again, just unlikley.
Monsters have little physical presence, while humans have little magical presence, but as the intro told us, wizards sealed the monsters up, and I doubt they were monsters themselfs. so it's very unlikely that the two species could interbreed as the way that they even exist is vastly different.
